Border Update | Domestic Victoria - Update to Arriving from Overseas Policy

Requirements have changed for fully vaccinated international passengers arriving in Victoria

If you are fully vaccinated with a vaccine approved or recognised by Australia’s Therapeutic Goods Administration (TGA), or aged below 12 years, then:

Before you arrive in Australia, you need to:

  1. Have an international COVID-19 vaccination certificate, or obtain a foreign vaccination certificate from the country you were vaccinated.

  2. Have an international passenger travel permit from Service Victoria for every traveller aged 12 and over. Children under 12 who are travelling unaccompanied must have their own permit.

  3. Test negative to COVID-19 in a test taken no earlier than 72 hours prior to your scheduled departure for Victoria unless an exemption applies.

After you arrive in Australia:

  • You need to get a COVID-19 PCR test within 24 hours and between day 5 and 7 after entering Victoria.

  • You are not required to quarantine.

  • If you are aged 12 years and above and fully vaccinated, you must not visit schools, childcare, aged care residential facilities, disability care facilities or hospitals (other than to receive urgent medical care) for 7 days after you enter Victoria from overseas and until you have received a negative COVID-19 PCR result from your day 5-7 test.

  • If you are aged below 12 years, you must:

    • not visit schools, childcare, educational facilities, aged care residential facilities, disability care facilities or hospitals (other than to receive urgent medical care) for 7 days after you enter Victoria from overseas and until you have received a negative COVID-19 PCR result from day 5-7 test.


  • You need to carry evidence for 14 days and be able to show to authorities:

    • your vaccination status (note, not required for children under 12)

    • proof of ID

    • evidence of your COVID-19 PCR tests taken within 24 hours and day 5-7 after arrival in Victoria

    • international passenger arrival permit from Service Victoria.


Evidence of vaccination for overseas travellers is:

  • An Australian International COVID-19 Vaccination Certificate, or

  • A certificate issued by an overseas government authority or accredited overseas government vaccination provider that shows the person is fully vaccinated with a vaccine approved or recognised by the Therapeutic Goods Administration, that is in English or accompanied by a certified translation, that contains:

    • The person’s name as it appears in their passport

    • The person’s date of birth or passport number

    • The vaccine brand name

    • The date of each dose or the date on which a full course of immunisation was completed.
